This metric tracks the number of domestic violence service calls received by the Domestic Violence Help Line per month. The city has developed a multi-layered response to the domestic violence crisis, including the Help Line, services provided by delegate agencies and services provided by advocates at our Community Service Centers. DFSS funds approximately 30 community based delegate agencies under the Family Violence Prevention Initiative to serve domestic violence victims and their children at programs located throughout Chicago.

The Chicago Department of Transportation (CDOT) oversees approximately 250,000 street lights that illuminate arterial and residential streets in Chicago. CDOT performs repairs and bulb replacements in response to residents’ reports of street light outages. Whenever CDOT receives a report from 311’s Customer Service Requests (CSR) system of an “All Out” (an outage of 3 or more lights) the electrician assigned to make the repair looks at all the lights in that circuit (each circuit has 8-16 lights) to make sure that they are all working properly. This metric tracks the average number of days CDOT takes to complete street lights “All Out” requests. Total number of requests fulfilled per week is also available by mousing over columns. The Facility Management Department works to ensure safe, clean and high quality parkland and facilities throughout the City of Chicago by utilizing the highest effective maintenance standards/procedures and management practices. This department is responsible for the maintenance, repair, renovation and general upkeep of all Park District property such as field houses, swimming pools, comfort stations, park amenities, etc. The data displayed represents the weekly number of work orders completed compared to the number open by the Facilities Department.

Please note that the number is cumulative, the previous weeks open work orders roll into the current week, which during seasonal fluctuations may cause the number completed to outpace the number opened.

The Developer Services Review Program is designed to meet the special needs of owners, developers, architects and contractors working on moderately- to highly-complex construction or renovation projects. Eligible projects include high-rise buildings, mercantile buildings with more than 150,000 square feet, other occupancies with more than 80,000 square feet, buildings with foundations deeper than 12 feet, and residential projects that contain more than 25 units. This metric tracks the average number of days DOB takes to process individual Developer Services Permits, grouped by the week the permit was processed. The Chicago Department of Public Health contracts with licensed dentists to provide and the Chicago Public Schools' students a dental exam/screening, a dental cleaning, a fluoride varnish treatment and apply dental sealant(s) as needed at no cost to students or their families in school. This metric tracks the number of students served by the program per month during the school year. The annual performance goal is to serve 96,000 students per school year.

Due to vehicular accidents, theft and normal wear and tear, City stop signs occasionally need to be replaced or repaired. As part of the City’s sustainability program, the Department of Buildings (DOB) offers expedited permitting for residential, commercial and industrial building projects that meet certain criteria. In addition to fast-tracking, projects achieving exceptional sustainability may be eligible for a fee waiver up to $25,000. Projects that include green technologies (green roofs, rainwater harvesting, solar panels, solar thermal panels, wind turbine and geothermal systems) are required to be submitted through the Green Permit Program. This metric tracks the average number of days DOB takes to process individual Green Permits, grouped by the week the permit was processed. The target average process time is within 71 days.

The Department of Building (DOB) issues building permits to give individuals, insurance companies, neighbors and the City assurance that specific minimum standards are met in constructing, repairing or altering buildings by complying with the Chicago Building Code. This metric tracks the average number of days DOB takes to process Standard Plan Review Program building permits, grouped by the week the permit was processed. The target process time is within 53 days. The Standard Plan Review Program is designed for small to mid-sized construction or renovation projects requiring drawings. Eligible projects include buildings up to 80 feet high, institutional or mercantile properties under 100,000 square feet, residential properties of up to 12 units, and foundations no deeper than 12 feet. The Small Business Improvement Fund (SBIF) program uses Tax Increment Financing (TIF) revenues to help owners of commercial and industrial properties within specific TIF districts to repair or remodel their facilities for their own business or on behalf of tenants. Spending is counted in the month in which the project was completed.

This metric tracks workforce employment services including basic services, skills training and job placement per month. DFSS provides workforce development services to low income adults, dislocated workers and ex-offenders. These services include job readiness training, vocational training, job placement, supportive services and post-placement retention services.
